L’Académie de recherche et d’enseignement supérieur (Ares), qui représente les établissements d’enseignement supérieur en Wallonie et à Bruxelles, a exprimé son inquiétude par rapport au projet des négociateurs fédéraux de transférer des compétences en matière de Coopération vers les entités fédérées.
Si les mesures envisagées sont implémentées, elles conduiront à une « dispersion qui ferait perdre à la Belgique sa cohérence, sa visibilité et son efficacité à l’échelle internationale et qui serait désastreuse pour l’image du pays« , estime l’Ares.
« Un choix de société »
« Sans le financement incitatif de la Coopération belge au développement, il est à craindre que les établissements d’enseignement supérieur recentrent leur coopération internationale avec des partenaires de pays riches, ce qui aggraverait les déséquilibres mondiaux« , ajoute-t-on.
« C’est aujourd’hui face à un choix de société que se trouvent les négociateurs de la prochaine coalition fédérale : permettre à la Belgique, à l’instar des 193 États membres de l’ONU, de poursuivre ses engagements dans l’Agenda 2030 visant une transformation de notre monde, en assurant sa transition vers un développement durable, ou fragiliser la capacité de notre pays dans l’atteinte de cet objectif et porter atteinte à sa réputation internationale.«
