Le parlement de la Fédération Wallonie-Bruxelles réuni en séance plénière a approuvé mercredi, un projet de décret modifiant la procédure d’inscription en 1ère année de l’enseignement secondaire.
Le texte a été adopté majorité contre opposition, le PS, le PTB et Ecolo saluant certains éléments du décret tout en disant craindre le renforcement des inégalités sociales.
En Fédération Wallonie-Bruxelles, l’attribution des places dans les écoles fort convoitées se fait depuis des années en fonction d’un indice-composite calculé pour chaque élève sur la base de différents éléments (distance domicile-école, etc).
Sous la précédente législature, le gouvernement avait décidé d’ajouter un huitième critère de sélection tenant compte de l’indice socio-économique de l’école primaire d’origine.
Mais ce changement a généré des effets pervers auprès de certaines familles, surtout celles résidant dans le nord-ouest de la capitale, une zone traditionnellement sous forte tension en matière d’inscriptions. Le texte définitivement validé ce mercredi supprime ce 8e critère.
Les changements
Le projet de décret assouplit par ailleurs les règles relatives au statut « d’école présumée incomplète » afin de permettre à davantage d’établissements de retrouver plus rapidement ce statut et de confirmer immédiatement les inscriptions.
Le texte introduit enfin des sanctions en cas de fraude, notamment une fausse domiciliation, lors de la procédure d’inscription.
Ces nouvelles dispositions seront d’application dès la prochaine procédure d’inscription qui débutera en février prochain. Quelque 50.000 enfants aujourd’hui en 6e primaire sont concernés.
